Publicness in Social Welfare: Suggestion of New Discourse on Welfare Politics

Abstract
This thesis examined the publicness in social welfare in the perspective of welfare politics. Especially, this thesis envisioned the ¡®new¡¯ or ¡®micro¡¯ politics of welfare, instead of the ¡®politics of welfare state¡¯ by following the new publicness discourse, and then explored its roles that could contribute to the expansion of publicness in social welfare. As a space for the micro-politics of welfare to operate, this thesis pays attention to the gap between universal and individual needs for social services. Currently, this space has been marketized, which results in the socio-economic stratification. This thesis emphasizes that this space should be a public space where relevant people participate with equal rights to meet individual needs. At the same time, this thesis suggests to make it possible to meet individual needs through the ¡®politics of needs interpretation¡¯ in this space. This thesis argues that this public space is to form the ¡¯flexible social rights¡¯ instead of the ¡®rigid social rights¡¯ institutionalized by the state as the measures for vitalizing the welfare politics from below.
